Is the exported photo the original full-resolution still?

Here in the browser, the JPG is a frame from the Live Photo's motion video, so its resolution matches that video (typically 1080p-class), not the 12 MP still inside the Live Photo pair. For the original full-resolution key photo, use the iOS app — it reads the Live Photo directly and exports the still at full quality.

Why would I convert a Live Photo to a still picture?

The usual reasons: sending it to someone on Android (a Live Photo arrives as a video or doesn't move at all), printing it, using it as a profile picture, editing it in an app that doesn't support Live Photos, or posting where only plain images are accepted.
